The former Amrian Empire sent a large force of soldiers to assist the elves during the middle of the Orc Wars of San. They joined the dwarfs of Hatul, and made a piercing attack deep into the Orc lines, surrounding Orc forces in a maneuver called The Anvil of Amr, or in the military jargon of the Amaritin language, Ensta Cae Rulinamr. The fortress built at the leading edge of the assault became known as New Caerul, and translates to common as New Commonlaw.

More recently, the land was gifted by the thankful elves. To the dwarf lords of Hatul, the mountains of Elleaima and Jahan. To the human descendants of the Amrian Empire, the southern lands of Caerul were entrusted. Passage for the lords of all Caerul is granted to Lomdor, where the elves, humans, and dwarfs meet to discuss issues of importance to all lands of San.
