The former city, called Sha, is the original home of the University of Sha, and where the last remaining great airship, the R.A.S. University, was built. It is also from this city that the Vrothmire Expedition was financed and disembarked. A great number of soldiers were sent to San to help the elves make a final push against the Orc at the end of the Orc Wars of San, and resulted in a retaliation from Orc sailors that swiftly invaded and sacked this city, leaving the region in complete ruin.

As Sha rebuilt, it was decided to no longer build large cities that act as capitals. Each settlement built or rebuilt after the War of Tarnti has a major purpose, and allows for many secondary, redundant plans for when resources are suddenly limited. The idea is to keep each large, populated city as self-sufficient as possible and to prevent a single invasion, raid, or disease from crippling the entire region. Sha was rebuilt as only a port city, with much of the ruins of Sha being transformed into farmland.
