This is a contested island in the middle of the Strait of Barina. Mirin currently controls this city with a small detachment of soldiers. There are usually two warships that patrol the strait. Negotiations for the removal of Mirin forces is ongoing between the Director of Sha and the Kingdom of Mirin. This is an attempt to control passage and trade with Justifal by Mirin.
What has prevented Sha from going to war with the Kingdom of Mirin is the Thrones’ attempts to replace the goods normally traded with cheaper alternatives. This as well as allowing passage of ships from the Sette region, provided the ships allow for inspection, has been beneficial to Sha. There has been a few skirmishes between the folk of Barina Island and the Thrones’ forces that are usually resolved through concessions by the Adjunct Viceroy representing Mirin. Keeping the peace and preventing the region of Sha from joining the Sette is vital to the Thrones of Mirin. Fighting a war against both the city of Justifal and the region of Sha would result in the slow depletion of resources of Mirin. Allowing Justifal to continue trade with the various settlements of the Crescent Sea would be just as detrimental to Mirin.
The city is under a limited martial law. It is allowed to operate its own civil affairs in deference to the Adjunct rule of Mirin. Being known infamously as a former pirate haven of Justifal before the Sha Navy broke the blockade and burned this city has given excuse to the Adjunct Viceroy to be firmer, even unfairly. Life and travel here is easily interrupted by political problems. The tensions with Sha comes from the unease caused by the presence of yet another foreign realm in the strait. Barina Harbor does not send representatives to Weedii.
